Queen of the Valley to participate in Napa County Office of Emergency Services Full Scale Exercise on March 7, 2025

NAPA COUNTY, CA – March 7, 2025 --The Napa County Office of Emergency Services (OES), in collaboration with local, state, and federal partners, will conduct a Full-Scale Exercise simulating a Mass Casualty Incident (i-MCI) on March 7, 2025. This large-scale exercise will provide participating agencies with the opportunity to assess emergency response capabilities, refine operational plans, and strengthen coordination efforts.

Scenario
The exercise will simulate an explosion during the 2025 Napa High School graduation, prompting an immediate response from. local law enforcement, fire, and Emergency Medical Services (EMS)units. With over 50 simulated casualties and escalating resource needs, the scenario will test interagency decision-making, communication, and integration of regional and state-level emergency assets.

Exercise objectives:

1.      Rapidly deploy resources to establish a Base of Operations for sustained Emergency Medical Services (EMS) for incident victims.

2.      Integrate multi-agency assets and establish a Unified Command Post for casualty collection, triage, treatment, and transport while tracking regional hospital bed availability.

3.      Implement the Incident Command System (ICS) and the Planning “P” process to maintain operational rhythm and ensure seamless command transitions.

4.      Utilize the Regional Disaster Medical Health Specialist (RDMHS) and Medical Health Operational Area Coordinator (MHOAC) programs to manage patient movement and resource requests effectively.

The i-MCI Full-Scale Exercise will feature realistic emergency scenarios, including simulated casualties, on-site incident command operations, and coordinated patient transport to regional medical facilities. Insights and lessons learned during the exercise will be used to refine operational protocols, improve communication systems, and strengthen emergency response capabilities across all participating agencies.
